Job Description:

We are seeking a highly skilled and experienced Confidential Payroll Specialist to join our team at the City of Santee. As a key member of our finance team, you will be responsible for preparing, reviewing, and maintaining payroll records, ensuring compliance with applicable laws and regulations, and providing exceptional support to our employees. Key Responsibilities:

  • Prepare, review, and maintain confidential payroll records, ensuring accuracy and compliance with applicable laws and regulations
  • Process payroll changes, deductions, and benefits, including Workers' Compensation, long-term disability, and leave of absence
  • Consult with the Human Resources department on payroll-related issues, including new deductions, contribution levels, and bargaining group changes
  • Monitor current City MOUs, IRS, and CalPERS regulations for payroll compliance and respond to inquiries regarding payroll procedures
  • Prepare and submit annual reports, including the Local Government Compensation report to the State Controller's Office
  • Administer key elements of the City's retirement and supplemental retirement plans, including contribution limits, loans, and withdrawals
  • Provide exceptional customer service to City employees, researching and resolving complex payroll issues and explaining City payroll policies and procedures

Requirements:

  • High school diploma or equivalent, with four years of increasingly responsible experience in payroll processing, reporting, and accounting in a public agency
  • College-level coursework in accounting, bookkeeping, business administration, or a closely related field is highly desirable
  • Experience with basic computer applications, including MS Word and Excel, is expected
  • Ability to pass a thorough background check and criminal history investigation through the California Department of Justice (DOJ)
